LAUNCH OF DEVOLUTION SURVEY REPORT

The Kenya Devolution programme (KDP) Timiza Ugatuzi has today launched a Devolution Survey Report 10 years after implementation at a hotel in Nairobi .
The launch was initiated by Dr. Sylvia Vundi Deputy Director and Division Head in the Govermental Relations who was representing the Permanent Secretary (PS ) State Department of Devolution Ms Teresia Mbaika ,Regional representative from all the 47 Counties across the Country and The Kenya Devolution Secretariat.
Dr Vundi in her speech talked about civic education and public participation she stressed on the importance of mobilisiation and to ensure monitoring for transparency and Accountability to ensure devolution is working..
She said the state department is Cognizant of the public participation policy especially the objectives that are key to ensure that The right holder of information continually get information in an understandable language,The misunderstanding and Coordination of civil education.
Other objectives that were stated ay the survey report b include the intensive public participation in planning the county government, Promotion of inclusive engagement of partner in decision making , Adequate and sustainable funding of public participation and promotion of responsive timely feedback.
She said without the help of the CSO the State department will not be able to achieve some of their goals of reaching the grassroot , promotion of advocacy and promotion of oversight.
Dr Vundi said the State department of devolution is working to legislate on the issues of policing and the arms of government will be able to bring about culprits involved in corruption are brought to book .
The Governance adviser British high Commission Mr.Omore .C.Osendo said the integorvernmental Agencies help to ensure the civil society are closing tracking the devolution implementation taking place .
The Foreign Commonwealth Development Office (FCDO ) is contributing to addressing challenges facing Corruption in Kenya .
The Chief Executive Officer ACT change transform Mr. Tom were said the assistance for devolved Institutions(AHADI) it's on its third year of implementation thefore,contributing to making devolution effective and also improving Service Delivery and Accountability to deliver the goals of devolution.

According to Evans Kibet The National Convener for the National Devolution Society working group pointed out high level of dissatisfaction from Citizens , the issue of corruption ,financing , inadequate representation and ethnic diversity he said counties are experiencing challenges interms of diversing the devolved government because of competing interests which have been ranked to low and very low .
He arged the independent bodies and institution to act firmly on issues of corruption that have been highlighted ,"we are asking the national treasury to be fair in financing County Government"Mr Kibet said .
The state department of devolution arged Kenyans to understand their roles, responsibility and rights that will help some of the problems emating from devolution.
