PS Omollo Calls for Coordinated Action Against Illicit Arms at RECSA Opening Ceremony

Nairobi, Kenya — Kenya’s Principal Secretary for Internal Security, Dr. Raymond Omollo, has urged member states of the Regional Centre on Small Arms (RECSA) to strengthen cooperation in addressing the persistent threat of illicit small arms and light weapons in the region.
Speaking at the official opening of a RECSA high-level meeting, Dr. Omollo said the region continues to face significant security challenges despite progress made over the past two decades.

“We still face porous borders, weak enforcement, and poor coordination, all of which allow illegal arms to circulate and fuel insecurity,” he said.

He warned that no country in the region is safe if any member state remains insecure. Dr. Omollo emphasized that illicit weapons continue to drive terrorism, organized crime, and conflict, undermining stability and economic development.

He called for practical and joint measures, including enhanced intelligence sharing, updated legislation, and stronger national arms control systems. He also stressed the need to equip RECSA and member states with the necessary tools to respond swiftly and effectively.

A key focus of the meeting is the review of the agreement establishing RECSA and its funding structure. Dr. Omollo urged delegates to consider whether the current legal framework and financial model are still effective. “Two decades on, the regional context has changed. RECSA must also evolve—both legally and financially,” he said.

He noted concerns over inconsistent member contributions and challenged states to honor their financial commitments. He also encouraged RECSA to align its operations with current realities, including the role of technology in modern security threats.

“Our partners expect accountability and impact. We must demonstrate that we are living up to our mandate,” he added.

Dr. Omollo concluded by reaffirming Kenya’s support for RECSA and its mission, stressing the importance of unity in addressing shared regional threats.
