Kenya and Azerbaijan Build New Strategic Partnership Across Key Sectors

Kenya and Azerbaijan are deepening their strategic partnership, with the two countries expanding cooperation beyond traditional diplomacy into energy, infrastructure, urban development, security, technology and youth empowerment.

The relationship, which dates back two decades, has gained fresh momentum through high-level political engagements and a growing number of bilateral agreements. The two countries are increasingly positioning their partnership as an example of South-South cooperation between East Africa and the South Caucasus.

President William Ruto and Azerbaijani President Ilham Aliyev have played a central role in driving the renewed ties. The two leaders held bilateral discussions on the sidelines of the 13th Session of the World Urban Forum in Baku, where they reviewed opportunities to increase trade and investment and exchanged invitations for official state visits.

Energy has emerged as one of the most significant areas of cooperation. Discussions involving President Ruto and the President of Azerbaijan's State Oil Company, SOCAR, Rovshan Najaf, have focused on oil and gas opportunities, technical cooperation and renewable energy investments. Further engagements between Kenya's Ministry of Energy and Petroleum, led by Cabinet Secretary James Opiyo Wandayi, and Azerbaijani officials have sought to advance cooperation in the energy sector.

The partnership has also acquired a stronger diplomatic foundation following Azerbaijan's establishment of its embassy in Nairobi. Foreign Minister Jeyhun Bayramov inaugurated the mission during his June 2025 visit to Kenya, marking a significant step in Azerbaijan's efforts to strengthen its presence in East Africa. His meetings with President Ruto and Prime Cabinet Secretary Musalia Mudavadi further underscored Kenya's importance to Azerbaijan's regional engagement.

Parliamentary cooperation is also being developed as part of efforts to give the relationship long-term institutional support. Bayramov held talks with National Assembly Speaker Moses Wetang'ula and Senate Speaker Amason Kingi, with discussions focusing on inter-parliamentary exchanges, joint committees and parliamentary friendship groups.

The two countries are similarly strengthening cooperation in the justice and security sectors. Chief Justice Martha Koome led a Kenyan judicial delegation to Baku in June 2026, where an agreement was signed with Azerbaijan's Supreme Court to promote cooperation and capacity-building in areas including environmental, commercial and energy law. Kenya's Director of Public Prosecutions Renson Ingonga has also engaged Azerbaijan's Prosecutor General Kamran Aliyev on cooperation against corruption and transnational crime.

Urban development and housing have become another important area of collaboration. Lands and Housing Cabinet Secretary Alice Wahome signed an agreement with Anar Guliyev, Chairman of Azerbaijan's State Committee for Urban Planning and Architecture, to promote cooperation in urban planning. Kenya is particularly examining lessons from Baku's transformation of its former industrial "Black City" into the environmentally oriented Baku White City.

Security and peace-building have also featured prominently in the growing relationship. Following a visit to Kenya by Azerbaijan's Minister of Defense Industry Vuqar Mustafayev in November 2025, the two countries expanded discussions on defence technology and peace-support initiatives. Cooperation between Azerbaijan's Mine Action Agency and Kenya's International Peace Support Training Centre has also focused on humanitarian demining and training.

The partnership extends beyond government institutions to social development and youth programmes. The Heydar Aliyev Foundation and Azerbaijan International Development Agency have supported initiatives in Kenya, including a Youth Leadership and Innovation Hub at the Kenya Institute of Special Education. Other assistance has included healthcare equipment for Kangemi Health Centre, computer laboratory facilities at Nairobi Secondary School and support for St Ursula's Special School in Chamakanga.

Kenya and Azerbaijan have also exchanged expertise in correctional services. Principal Secretary for Correctional Services Salome Muhia-Beacco visited Azerbaijan to study its correctional management systems, while Azerbaijan's Deputy Minister of Justice Mirsaleh Seyidov participated in Kenya's Correctional Services Week in Nairobi. The exchanges are aimed at improving correctional administration and rehabilitation practices in both countries.

The relationship is also being shaped by Azerbaijan's expanding international role. The country has sought to position itself as a player in regional peace, economic connectivity and international cooperation, while major events such as COP29, the World Urban Forum and the Azerbaijan Grand Prix have increased its global visibility. Kenyan media representatives have also participated in international forums in Azerbaijan, including the Shusha Global Media Forum.

With the two countries marking two decades of formal diplomatic relations, the partnership is increasingly moving from diplomatic engagement to practical cooperation. Azerbaijan's Ambassador to Kenya, Sultan Hajiyev, has identified affordable housing, clean energy, information and communication technology, agriculture and youth empowerment as key areas of shared interest, pointing to a relationship that could deliver wider economic and social benefits for both countries.
